UK External Wall System, government finally came to the rescue for a portion of the people who qualify, for those who don't what do they do?

UK external wall system problem has millions of people affected, the government has finally come to the rescue of a portion of the people, let's take a look at who it affects, who it does not affect and what the impact is likely to be.
Some good news actually. The EWS (External Wall System) effectively which is the cladding we talked about Grenfell, and really they have left a lot of people up in the air, where pretty much what has happened is nobody knew what the hell was going on with this, whether they need to get or they have to get an inspection and mortgage lenders won’t lend until that was there. And effectively making things really, really hard. Bottom line is buildings without cladding don’t need the EWS1 which is great.
It’s nearly 450,000 home owners set to benefit. Government funding to train 2,000 more people but look that’s been something that’s been hanging over the market and a lot of people have been massively affected, they effectively needed to sell their home and they weren’t able too because they were waiting for this report and the problem now is there is just not enough people to do those reports.
So, that is why they are training extra 2,000 people. The challenge is if you are an owner of a building with cladding, whether you will be a freeholder or a leaseholder you are going to have to foot that bill, in most cases. There may be some circumstances where you can prove the developer knew knowingly, I don’t think that’s going to happen in very many cases. So, I don’t see that as a viable option as such.

I think with the EWS it’s a pain in the bum, but it’s one of those things, it’s a once in a lifetime thing it does not happen very often. I think personally and I have said this many, many times I think the government should grab the bull by the horns and go here is 100M, 1B whatever it is, I think it’s 1.1B it’s going to cost to replace all that I think they should just do that and I think they should just take it off the market, take that off the table, fix them all up, get them all done properly and then put them behind us.
Because it affects not only the tenants but the landlords, everybody. So, you might say those wealthy landowners/ homeowners should be the ones that pay, great but the problem is meanwhile it's going to take and they reckon it could have taken 20 years to sort this problem out. Whereas I think if the government went here’s the funding let’s get this sorted, let’s use industry, there could be a massive stimulus through this recession which is kinda what we need right now. Ways of stimulating the economy and this is a great way because gets all of the construction industry working.
